I'm paying for a 30mb/s download speed plan, but only get 1.8 at most?

Hi, I've recently switched over from Videotron and got the 30mbps download speed/10mbps upload speed, but I can seemingly only get a speed of 1.8 mbps at most with speed tests on my phone (the one on the app doesn't work), and a max speed of ~3mbps when testing connected with an ethernet cable. The upload speed is perfectly fine, and I'm not using a third party router.
