Yes it is expensive, but remember that you can ask for a gift from other users10

Pretty standard practice for them to be a bit pricey. The idea being that you should be including what you need each month in your actual plan and only relying on add ons in emergencies. That said, the $3.00 for 60 mins (valid until end of next cycle) is a deal in my opinion if you don’t make a lot of calls.9

I think it is because the prices are some kind of incentive to upgrade your plan and pay less for the extra data but monthly instead of just top up data occasionally, it is a common practice as far as I know.8

Every Canadian cell provider charges more for add-ons. The benefit with Fizz is the gifting option.
Add-ons are valid until the end of your next payment cycle.
So technically, they do roll-over, but for 1 cycle only.
As opposed to data from your plan and upgrades which rollover for multiple billing cycles.

It is to insist you to paid a bit more for your plan than to use add on. Because, add on are like a life jacket. You don't want to use it, but they are there in case. And like when you submit a assignment late, you get some point remove but, you can still submit it. So there's a price to pay. If this is recurring, I suggest you to change plan, it might be more worth it.
But, to help you out have a Go in extra if you need it2
