Try to contact the support, but I believe that it is not possible
To contact the support you need to go to this page https://fizz.ca/en/contact-us, Fizz push you to find your solution, therefore, you need to search in the solution hub to your solution and only after 10 seconds that you are in a solution page Fizz will give you the chat bubble.

- The business hours: every day from 8 a.m. to 9 p.m. (EST).

There is no negociation about the price with Fizz and the support will tell you the same thing. They will tell you to choose a plan and the price is down the page.

After a FB Messenger conversation with a Fizz representative the short answer is that FIZZ DOESN'T PRICE MATCH.
This was their long and more vague answer:

We don’t give preferential treatment to new members, and you don’t need to ask for it either. Instead, we make sure everyone pays a fair price at any point in time, even if that means repricing your plan so you pay less.

By fair I am referring to the fact that there is a good balance between the download/upload ratio and the respective price for each particular plan, as you can see the link below https://fizz.ca/en/internet-plan?DATA_CAPACITY=10250&DOWNLOAD_SPEED=5010&PLAN=1000 .
