Xiaomi Mi 9T, will it have LTE issues considering it doesn't have any 700 MHz bands? Does Fizz use B
Xiaomi Mi 9T has the B4 AWS and HSPA bands that Fizz uses. It meets all of the requirements here: https://fizz.ca/en/faq/compatible-devices.
But according to: https://www.kimovil.com/en/frequency-checker/CA/xiaomi-mi-9t, it's missing B12 and B17.
Is this phone fully compatible with Fizz?

To me it is compatible because you have B4 band but you can try to contact the support and ask them the question but i am pretty shure they will say the same thing.
To contact the support you need to go to this page https://fizz.ca/en/contact-us, Fizz push you to find your solution, therefore, you need to search in the solution hub to your solution and only after 10 seconds that you are in a solution page Fizz will give you the chat bubble.

You should be fine. Fizz use Band 4 at most area. I'm using Mi 9 now, have no issue with LTE. The Mi 9T is the international version that have band 4 and band 7 that Fizz use the most. And you can use my refer code 8FEN4 for a 25$ discount to signup if not already have one.7

My dad uses the same phone, no issues so far7

You should be fine as long as it is not an international version.
With international versions, you won't get LTE.7
