No, even if you Take the Canada coverage you will be using your phone primarily with partner networks for more than 3 months and Fizz will cut your plan.

" We reserve the right to block access to all of your Fizz mobile services if your mobile services are used primarily on partner networks (Fizz EXT) for 3 consecutive payment cycles. "

No, since it is out of their home coverage zone, your line would be cut off after 3 months of usage as it's not allowed. You would have to switch to another provider unfortunately.9

You can use it temporarily in Toronto. However if you move there, it's a no go. Fizz will restrict or suspend your plan.
They also mention this:
If you do not have the choice and you are geographically obliged to use the majority of your usage on our partner networks beyond the tolerated limits, we advise you to subscribe with the service provider who offers coverage in this area.

Wait until they warn you to cut it off, then see if they want to keep a client. (Keep you billing adresss the same)
