Fizz in a virtual operator, therefore, sometime connect to Fizz-Ext.
But the roaming is not important, since you are not going to be billed for it

It means that you are using Fizz partners networks. Probably you are out of Fizz subscription zone (green on the coverage map).

Beware that if you use primarily partners networks for 3 consecutive months, Fizz might suspend your account.

I am in Ottawa and I bought two simcards. One on samsung and works fine, other one on lenovo and has the problem. I think something in setting should solve the problem

Does the phone you are using have the bands needed to connect to the fizz/videotron network?

What kind of lenovo phone is it? Was it purchased in North America? It might not be compatible with the Fizz network.

    Here are the
    Frequencies
You go to setting, about this phone, you'll see the exact model.

    Look at
    https://www.frequencycheck.com
For your device, then click "check country/carrier compatibility" and look for Videotron.

You need to have theses frequencies on your phone :
Calls: Your device must support HSPA 850 MHz or 1900 MHz frequencies
Mobile data: Your device must have dual-frequency support for 1700/2100 MHz (also called AWS or band 4)
