Why is there still no option to add on Calls for travel?

Why is there still no option to add on Calls for travel, in example if I choose United Kingdom I only can add data/text no calls??

    Calls travel add-ons should be available at the end of 2019.

    Perhaps this will be looked at after the mobile stabilization period.

    The only destination that has calls in the travel add-ons or pay as you go is the United States at the moment. I have seen in the forums that some people have had some success with calling anyway, but it varied by location.
