Is it unlimited (Incoming/Outgoing) to call Libya while being inside Canada ... or if not how many minutes are included

    The unlimited  is only for you coverage area, therefore, if you have Quebec you have unlimited calls in Quebec, and the incoming are unlimited.
    They do not have Libya internationa calls

    China: $5 for 1000 minutes to China. Does Libya have this option?

    You can get an add-on. It costs 20$ for 60 minutes (zone 5). Go to My plan => Manage plan => Add-ons => International calls and type Libya. This price applies to all countries in zone 5.
