How to Call 911 without Service?

Since we got a Service disruption from time to time, I worry about to make a calls to 911, while we don't have a service (Mobile and Internet). Attempted to find some info on the Net, does not answer the question. The Use case is just while you have "No Service" and Call 911, will it work?
Please do not add your thoughts, I need a straight answer.

    You are suppose to be able to do the 911 calls

    Usually I should be able to call 911 without a line. It’s called emergency call

    irene, I understand that I suppose to be, but need to know exactly - if its work. Hope Fizz’ support Team have an answer for that question.

    Any mobile phone can reach 911. You do not need a Sim card.

    If Fizz network is down, and you are prevented from calling 911, simply remove the Sim.

    Fizzy, thanks for your answer, to remove the SIM while you are in distress is not a good idea. So I still require the answer from Mobile usage expert in Fizz. Does the phones know to override current Service status and attempt to call or its depends on current Service provider settings?

    Well theres no service on my phone. Phone says "Emergency calls only" and I have full connection to towers. So yes, I'm pretty sure we can still make 911 calls.
    Otherwise, Fizz will be forced to shut down by CRTC.
