no text messages - ottawa?

currently our samsung android j2 phone is unable to send/receive text messages. no network icon in upper right hand corner. we get "unable to send..." message. re-started a few times, even removed battery to reboot. calling sometimes works. my wife also has a samsung android (different model though) and has had virtually no issues up to now on fizz. this problem has been going on since a month, very frustrating! should I get a new SIM card? or is this a network issue?

    I'm having a similar situation, with the 'fizz error code 38' message popping up.
