How to answer questions ?

I can see the questions and answers in the community, I can "like" and I can ask questions, but I can't answer other questions! Anyone else having the same problem? I have an Android phone.

  You can not answer a question with a green checked mark because a "best answered " has been designated to that question
  .

  If the answer has a green checkmark already, you can't answer because the question has been resolved already !

  Now you experiment the possibility to make an answer as the best answer by a click on the button.
