Upgrade or perk?

So I have an upgrade and a perk. How I always saw it was that upgrades are permanent upgrades (or for 2 years) that stick to your plan. Perks are just bonuses that last for a month. But after I activated my 250mb of data upgrade, it says that the upgrade will go away at the beginning of my next billing cycle. Doesn't this just make my upgrade it the same thing as a perk? Or do I have my definitions wrong?

"An Upgrade is a unique upgrade you can apply to your Fizz plan — for example, it could be additional data, unlimited calling, etc. Every Upgrade is valid for two years starting from the date you receive it, whether you apply it to your plan or not."8 -
Exact. Upgrades are permanent. Perks are a single-use item.2

Your upgrade will reset itself monthly, like your regular account data, but there will be no rollover of leftover upgrade data.5

I think you misread the message : You upgrade will not "go away" it will take effect at the beginning of your next cycle2
