Sorry I accidentally set my question as resolved so post again.
I switched the "block international call" off but still cannot make an international call or SMS.
It has been more than 12 hours.
I do not have add-on. Someone said I cannot make international calls without add-on.
I checked the pay as you go.

I found the solution. I added some value in my wallet and problem solved.6

Add on is much cheaper 6$ for 60 minutes : 0.10 cdn / minute6
