The official answer in the solution hub is yes, but I think you have to have still have a data plan.

I am a beta tester. I still have a data plan, I changed mine (before the Nov 21 email) from 8GB to 1GB and my data was NOT rolled over. I submitted a complaint. No answer from Fizz yet.17

Looking at the contract it states:
12.1. Changing your subscription and plan
- If data is transferred, the data will take on the attributes of your
new plan.
Example : If you had a monthly Quebec coverage plan and
replace it with a Canada coverage plan, your unused data of the
previous month (Quebec) will be valid under your new plan
(Canada). Conversely, if you had a Canada/US coverage plan
and switch to a Quebec plan, your unused data will be valid in
Quebec only once the new payment cycle starts.
So data should transfer.13 -
Brutal, so a P changed plans and lost the rollover... that's ridiculous. It says nowhere in the contract terms of use that you forfeit your rollover in any circumstances.9

that's what I was afraid of.... let's see if someone else experienced the same problem when they changed plan (mostly data limit) and lost the rollover for that month7
