Data not working?

I installed the latest version of ios(12.1.1) and the carrier is 35.0. I cannot use my cellular data. Any help?

  correct when you restart your iphone it should get the updated settings from the carrier.

  make sure you're connected to wifi when you turn your phone on. It needs to download the carrier information.

  I restarded the phone, there is a message that pops up.

  I see you're not on wifi. Connect to wifi.

  I restarded the phone waited, the wifi on but no pop up askin to update network.
