If I have zero minutes in my plan, can I still forward my calls for free?

Try it. If you don't have funds it won't work if it's not free.16

best test is to try with no funds and if not then load some $$$ into the account13

Call forwarded calls should count as calls from your phone. Normally it isn't calculated outside of your plan. Call forwarding can also be Long Distance depending on the number you call forward to.
If you have no minutes left, it shouldn't work anymore.
Then again, I have an unlimited plan and my profile also shows that I have 0 minutes left so perhaps the counter is misleading.8 -
Forward calls are considered as regular calls.7

No, you cannot. I was thinking this would work, too. But without minutes, you cannot even make a call, nor receive a call. Thus, you would not be able to make the call forwarding.
Once you buy adds-on or add money to your wallet, the calling service then is activated.
However, they reply me that since you do not have any minute in your plan, there are still charges for each call forwarding.2
