What coverage should i choose when activating?
99% of the time I'm in my local area but I do have friends in the rest of Canada & USA that I text.
Can I choose my coverage of the plan as my province (Quebec) and text my friends in rest of Canada and the USA and not be charged extra for texting out of my local area?

You can check out the 'add-ons' section of your plan. You can add texts outside your regions or even minutes, but do keep in mind that these add-ons do expire. From there, you can determine whether it is worth it or not.

Hi,
If you select QUEBEC as your coverage area, the only time things will be 100% free with your current "plan" are if you are sending within and to someone in your coverage area.
Sending or receiving texts/calls outside of your coverage area (someone outside of Quebec is calling you, you are calling someone outside of Quebec) will be at an additional cost.
Since FIZZ is prepaid, you won't have access to these long-distance options unless you choose a travel plan or add funds to your wallet for Pay As You Go12 -
The way I understand it - Fizz SMS are international. Hence u can SMS anyone anywhere, Santa in North Pole if u have phone# ;-)
Coverage: Quebec - u can only send SMS when u r in Quebec. When travel, buy add-on or PAUG.
SMS-in is always $0.
Calls - regardless of where ppl call from - it is where u r that counts. If u choose Quebec plan, u can only call Quebec# and receive all calls in Quebec (OK for Santa to call u). If u go to Toronto for x'mas, u won't be able to call out/in, hence look for add-on or PAUG(=wallet).

Fizz is not that clear about it unlimited SMS. But the comment from VC above seems to be logical. If 99% you are in your local area I would stick with Quebec coverage only. And the 1%, if you have data plan or have wifi internet you can always use an App like TextNow to send text or call within US&CAN for free as an alternative. That's what I will do.
