What kind of phone are you using? There are some extra tricks to get an iphone to work, as they seem more difficult with the Fizz network.14 -
The thing that caught me up was setting the app type to "internet + mms" instead of just "mms" like the automatic app configuration notification set it to. This only applies to android though.14

If android, you need to go to a manage plans, advance parameters and send yourself two texts to configure data and mms. If iphone, you need to upgrade to IOS 12.1.12

I've had the same issue using an iPhone.
If you're using an iPhone 5s or more recent, you simply have to do a carrier update.
If you're using an iPhone 5/5c, it's actually not supported, but you can still make it work by installing a custom APN profile.12
