Rare question

Let's say I have two number: one is Quebec-only plan and another is Canada/US plan, now I leave the Quebec-only plan in Montreal and bring another Canada/US plan to Toronto or USA for vacation. Is it okay to forward the calls for Quebec-only plan to Canada/US plan? To be clear, I setup the calls to my Quebec-only plan forwarded to my Canada/US plan. When someone call my Quebec-only number, I can receive the calls using the phone which has Canada/US plan. Does it work? Anybody has this experience? Thanks.

I can't speak from experience but it would probably work as it would just be a local call to your second line. If you don't have unlimited minutes the time would count on both lines.

It looks like you might not even need to worry if your line with the Quebec only plan is charged if you set it up for Always forwarding or unconditional forwarding. Here are instructions on setting up Fizz call forwarding: https://fizz.ca/en/faq/how-do-i-set-up-call-forwarding

    Yes, it will work.

Last year I set up the call forwarding to my Canadian VoIP number and went to Europe. There I was mostly using a local SIM card for Internet and WiFi and was able to receive the forwarded calls.
