I saw another post with the same issue, I believe it wasn't resolved but a workaround of using a VPN was suggested.

I don't think, Fizz Internet is available outside of Québec.

The question who should be asking is are they actually using YouTube Kids specifically? With an account that is registered to an under-13 year old? Of course, the regular YouTube would work fine. Even if it geolocates you in Québec.
