cannot use data with Canada+USA plan, without turning on roaming on iPhone

While in Canada, I am able to use data without turning on roaming.
Now I have a Canada+USA phone plan. I am in USA.

I expect: in USA, able to use data without selecting roaming on in my iPhone settings.
What I actually get: no data available unless I go to settings and activate roaming.

Why is this? Will I suddenly lose access to data in USA that I paid for? Or get charged $$$ for roaming?

    Fizz doesn’t charge for roaming.
    Turn your roaming on and enjoy your USA plan.
    There is no other way - the reason, I suspect is a technical one, common to all carriers.

    Without roaming your phone won't be able to connect to partner networks for service.
    This is expected especially out of the country.
    If your plan includes US and that's where you travel to you shouldn't be charged regardless of roaming status.

    If you don't actively purchase an add-on and don't have any funds in your plans wallet you can't be charged outside of your monthly plan.
