You can receive texts from anywhere,
I'm not sure about sending them, I'd assume you need extra coverage, either an addon or wallet for that but fizz used to only offer out of zone data. It might have changed.

If your plan includes limited texts, then yes, sending texts is free to anywhere in the world as long as you are in your coverage area.
