You can cancel from "my plans" page in your account. If you have issue with that you can contact support via chat.

To cancel a Fizz plan, log in to your account, go to "My plans," select "Manage my plan" or "Manage," and then click "Unsubscribe". If you want to keep your number, do not cancel; instead, have your new provider initiate the transfer process, which will automatically cancel the Fizz service once the number is transferred. For the home internet plan, be sure to return the modem within 15 days to avoid a fee

Unfortunately Internet plan can't be canceled if it's in pending status. You need to wait until you receive your modem and only after that you can cancel your plan. After that you need to return your modem.
You will receive a prorated refund for the remaining days in your monthly payment cycle. You will be charged if you do not return the modem within 15 days of cancellation.

To unsubscribe from your Home Internet plan, go under My plans > Manage plan > Unsubscribe and follow the on-screen steps. Don’t forget to note your return ID number for your Wi-Fi modem.
