Can gift data received be gifted out to another account.

    Nope,
    Only unused, ungifted plan data can be gifted.

    No. Only data you paid for in your current payment cycle can be gifted. Upgrades, most perks, any gifts from other members or plan data that rolled over can not be gifted.
