why not offering 2$ per channel then ?

    I think the "base channels" are mandated by the CRTC. It's the optional channels that you can have for an additional small amount per month.

    I see, TV/Internet not available yet where I live. I would never pay 9$ for base channels I don’t want (and probably channel that are already free with a basic anthema).

    I don't know what current prices are but just because they are cheaper than competitors doesn't mean they are worth what they cost. :-)
    I think the mobile plans are worth it.

    True, but would still be better with no mandatory channels and let people choose what they want. Maybe there a CRTC or something rules that made those channels mandatory
