Hi - we live in Quebec but in the fall my son is going to school In the US. He will come back from time to time but essentially will be there from sept to May. Is suspect most of his use will be covered by wifi because he’s on campus in the state of Connecticut. If I get him a CAD/ US cell plan will that be OK or will it not work?

As you mentioned in your post, most of his usage would be on Wi-Fi whether on campus or on residence/rental but Fizz does enforce the 3 month policy where the majority of your service (text/calls/data) must be done on their network.

It could work but you may get a warning from Fizz about the extended service usage in the states.

Depending on how long his stay is it would better to switch to a US based carrier that also has free Canada roaming + calls/text/data especially if they are staying there for the majority of the time.

We're not able to mention any providers by name so you'll have to do research on your own.
