While both the Note 9 and S8 support VoLTE in general, Fizz requires specific certification for VoLTE functionality on its network. This certification involves technical and commercial agreements between the phone manufacturer and the carrier. Without this certification, even VoLTE-capable phones may not function correctly on Fizz's VoLTE network.
To confirm if your phone is VoLTE-compatible with Fizz:
Dial #TEST (#8378) from your Fizz-connected phone. If the call connects and you hear a confirmation message, your phone is VoLTE-compatible. If not, your device isn't compatible, and you'll need to consider alternatives.

You have to make sure both the sim and the phone are VoLTE compatible
