Why it's only fizz friends who can receive data?

In case you're still wondering about "why", here's what I've come up with.
1GB of data on a cell phone plan isn't something like a 1GB file that can be passed around. It's more like permission to use the cell network to transfer 1GB of data. The reason you can't give data to someone on Telus is because that would require Fizz to be giving permission for people to send data using Telus' network, and Fizz doesn't have the right or the technical control to do that.
In order for it to be possible, Fizz and Telus would need to have a legal agreement allowing them to give that permission on each other's network. They would also need to connect their software so that data allowance could be deducted from a Fizz account and added to a Telus account, which are on completely different systems.
Since Fizz is the only provider that I know has data gifting, I think we're a very long way off of ever having cross-provider gifting.
