Why can't I dial 311 from my phone?

Unlike 911 (which is mandatory) other N11 services are not.
Fizz has replied to other users, as recently as October 2024 that they “are working on it”, and sometimes communicate privately with those that have concerns.
Unlike a landline, which is routed from a specific location (making services such as 311 easy to route) mobile phones gets more complicated as the network has to try to figure out which 311 service you want - the one for the area code your phone number has, or the one in which your mobile phone is calling from.
Like @elena code xzi4t mentioned, the workaround is to call the actual phone number that the 311 is a short number reroutes to.

The problem can be that you are connecting to a tower outside your city or similar
The best option to bypass this is to find the direct number, for example for montreal Call 311 at (514) 872-0311
