thanks Elena how come though it says on Fizz website that calls forwarding will not work if I'm roaming outside Canada and the USA ?

If the phone is off must work without any issue, you cannot configure it outside Canada or US, since the call forward is done by the provider and not the phone

The important thing that you forward the calls unconditionally (universal call forward), otherwise, your phone will ring, and you will not be able to answer.

Try to "dial" the following code:
    *21*+1aaannnnnnn*11#
Replace aaa with area code and nnnnnnn with destination number. Then dial your own number and see if it works. The code above is GSM standard for unconditional voice call forwards. Your phone may have this in a menu somewhere as well.

The 11 just means that you limit the call forward to voice calls. As opposed to also forwarding fax calls and "data calls". It doesn't make much difference anymore these days as nobody really uses fax machines anymore and data calls refers to circuit-switched data which nobody is using anymore either. Please note that any current data (GPRS, EDGE, UMTS, LTE and 5G) is packet-switched and outside of the scope of "call" forwarding and thus not affected by the above forwarding settings.
BTW, if you use the above code, "dialing" #21# will cancel it again once you return back to Canada.
