Probably data add-on you will still be able to text if you have RCS. If you are in Québec you can add money to your wallet and pay per use its 0.05$ per text.

Yes all phones have RCT on them so I can probably just get a data add-on
So I can't add money to my wallet cuz I live in Ontario

Yes since all people you need to contact have RCS you will be able to contact them using the data you bought.
