iMessages are texts, photos, or videos that you send to another iPhone, iPad, iPod touch, or Mac over Wi-Fi or cellular-data networks. These messages are always encrypted and appear in blue text bubbles.

    SMS/MMS

If you aren’t using iMessage, you can use SMS/MMS. These messages are texts and photos that you send to other cell phones or another iPhone, iPad, or iPod touch. SMS/MMS messages aren't encrypted and appear in green text bubbles on your device.

To use SMS/MMS on an iPhone, you need a text-messaging plan.

    Hi

    What phone are you using?

Site faviconWhat’s RCS messaging for Android phones?
RCS is using data to send SMS

On the iPhone are implementing it in the next iOS, for Android if you message application support RCS you should be able to send it without text plan

With iMessage, you can send text messages only to people using an iPhone over data. If you need to send text messages to people with Android, you need to have a text plan, buy an add-on, or, if you are in Quebec (and it seems in Ontario too), use Fizz's wallet to pay as you go.

iPhone will support RCS in iOS 18.

I have an iPhone too, and when I read about the RCS it seems that the text message plan is a fallback.

Learn about Rich Communication Services (RCS) messaging - Google Messages

Activate RCS chats in Google Messages

When RCS chats is turned on in Google Messages, you can:

    Share high-resolution photos and videos.

    Know when someone is typing.

Get read receipts, which show when someone has read or received your message. Read receipts also show your contact when you read their message.

Send messages over mobile data and Wi-Fi.

Rename, edit, and remove yourself from group chats.

Keep your conversations secure with end-to-end encryption.

Tip: To be able to enjoy these features, everyone in the Google Messages conversation must turn the RCS chats on.

I dont think you can send SMS without the text plan or pay as you go for sending text. There are other ways to message though that are through data/wifi like iMessage and RCS. There is also the option of using messaging app like whatsapp

no you need a data plan at the exception of iPhone sending to another iPhone or using the RCS using wifi
