the roaming is an option on the data, usually I don’t reboot but if you have problems you can do
For the roaming go under data and you should find an option call something like data roaming or roaming

enable the data roaming on your phone
When you buy an addon this will be active immediately

the data is enabled on my phone. Do I need to turn it off and restart it upon arrival in Europe ?

Are you sure data "roaming" is on.
If so then restart your phone and you should be connected.
