Ordering the 200 / 30 Mbps plan. Is this a minimum speed or maximum speed for download / upload?

That is the maximum speed, usually it is 5% more
Therefore, max 200Mbps Download and max 30Mbps upload

That's what I thought since Fizz order states:
Download up to 200 Mbps
Upload up to 30 Mbps
