Yes you can have in one account multiple plan, therefore, multiple SIM with multiple numbers.
However, considering the referral program, where you can get 25$ on the first activate plan in one account I will open multiple accounts.
Therefore, if you plan to activate multiple plan, I will suggest opening an account for each plan, and use the referral code of you previous account, in this way you will get 25$ on your first plan and 25 on the second. If you don't have the referral for your first account, you can pick mine is in my name after code or you can pick one from here https://forum.fizz.ca/en/discussion/2198337/this-is-the-place-for-your-referral-codes-here-and-only-here
If your questions is different, therefore, you want to have one plan (one number) with multiple sim associated with it, you cannot.

Yes, Fizz allows you to add and manage multiple plans on your account. This is ideal if you want to pay for multiple plans for friends or family, or if you need two separate plans for yourself.
How to add a plan to your account:
- Go to Overview in your Fizz account.
- Click on Add a plan.
- On the next screen, click on Order a new SIM card (if you don’t already have one).
- Order and pay for a SIM card.
- When your SIM card arrives, Go to Activate my SIM Card.
- Enter the activation code on your SIM card in the field provided.
- Follow the process for creating a plan

Yes you can and you will get more points if you have several plans in the same account and you will get a lot bonus faster
