First time incoming call never works

Hi, there is a strange issue on my phone. Every time when someone call me, the first time it will fail hearing the message - the person you are trying to reach is not available. But if he continues to call second time, it will work. This issue occurred since beginning, can you identify what may be the reason?

    Can you try to reboot the phone?

    Do you have a good signal when this happens?

    What phone are you using?

    Try to contact the support, https://fizz.ca/en/support, go and the bottom of the page on the right you will find a green bubble click on it in order to chat with the support
