When I get a Tavel plan for example to go to the us why am I unable to make calls and send texts?

What. Plan do you are talking? The Canada /US plan? If you change the plan with this coverage, do you know that the new plan will be available only on the next billing cycle?
Did you enable the roaming option on your phone?
