The A13 is a VoLTE certified therefore should work did you followed this guide https://fizz.ca/en/faq/how-do-i-set-up-call-forwarding
Can you try the sim in a different phone?
Do you have unlimited calls or an addon for calls or money in your wallet?

1. Simply go to your Calling App (The green phone icon)
2. Location the Three dots menu in the top right corner and press on it > Settings
3. Go to Calling Accounts (or something similar)
4. Select your provider (Fizz)
5. Call forwarding option should be right there !
