What do you need to use your mobile data in the US? Is "Canada+US" coverage necessary?

No text, no minutes, no voicemail.
Just gigabytes of data.

and they travel to the USA.
Can they use their mobile data in the USA without subscribing to the $4 "Canada+USA" coverage upgrade?

What will happen if they try to use their mobile data in the US with just the "Canada" coverage?

You cannot use the data in your plan without the USA/Canada Coverage, you can always buy an addon or add money in the fizz wallet, but you are better off with a USA+Canada coverage
