Roaming charges while on WiFi

I don't know if this happens also to other people, but when I am abroad (no travel add-ons) and I use the phone constantly on WiFi I still get a long list of charges on my wallet for $0.01 or $0.02. I assume that the cell signal pings the tower anyway, even under WiFi coverage, so a charge is generated. The only way I have been able to do that is to completely deactivate the SIM card (I have a dual SIM phone, and I usually operate on a different SIM while abroad), but I don't think it should happen, because it never happened when I was on different providers, and even at a couple of cents at a time, I believe it can add up to a tidy sum that Fizz is charging customers unnecessarily.

Has anyone noticed the same thing?

    If you disable the data on your phone must be enough

    However, this problem is from your phone, since it is the phone that decide to use the data
