Can't make roaming calls or access VoLTE settings on samsung note 9 in the USA

I recently bought a roaming add-on to use in the USA but am unable to make calls on my Samsung Note 9. I cannot manually turn on my VoLTE when connected to ATT network and I am unable to connect to any other network operator. I have already tried to verify and reinstall the correct APN settings without any success. My calls do not work and disconnect immediately before dialing.

Your phone is currently not VoLTE certified with Fizz https://fizz.ca/en/faq/compatible-devices therefore cannot be used to make calls using VoLTE technology

Try setting up only 2G network if you have signal and make a call
