Most probably not functional because of the open heatsink for cooling, water could get to electronics.
In the odd chance power was off BEFORE it got wet, maybe you can get it to dry and turn on. Unsure how much time you need to wait. It is best you contact someone in the support chat find out. https://fizz.ca/en/support
If you get a new one, do not put it inside a bag or "seal" it after power on. Air must be able to pass throught the heating sink (looks like a grill). Next time, I suggest to install modem above ground, either with a tall support or get mounting screws on the wall. Cheers.

You can try to dry it with a hair dryer or a fan, but not sure if it will be usable 🤔.
