Yes you can if we are talking about the mobile and you have a number from the province of quebec or the number is from the Ottawa region!

Before you start.
The most important thing to remember to transfer your phone number over to Fizz is that your plan with your current provider must still be active. Fizz will disconnect your old provider during the transfer process.
You need:
The IMEI of your phone. To find it, dial *#06# on the phone you are using with your current provider. If the IMEI number is more than 15 digits long, only use the first 15.
OR
Your account number. Check your most recent bill from your current provider. See account number formats.
Last but not least, get yourself a Fizz SIM card. Where to buy a SIM card.
Ready, set, go.
Go to fizz.ca/activation. When you get to the step for a phone number, select the option to transfer your number to Fizz, and follow the on-screen steps.
Important: Leave the SIM card of your current provider in your phone. This provider will send the person using the number (chances are that’s you!) a transfer authorization request by text message to confirm the number transfer.
The transfer authorization is key.
The transfer authorization request is a text message sent by your current provider to the current user of the phone number to confirm their wish to transfer the phone number over to Fizz.
Failure to reply “YES” to the transfer authorization request by the set deadline means that your request to transfer your number over to Fizz will be automatically cancelled. If you haven't received the transfer authorization request by text, you must contact your current provider directly.
The last step.
After replying to the transfer authorization request, you may insert your Fizz SIM card into your phone. Keep an eye on your texts and emails. We’ll be in touch as soon as everything is ready.
The transfer of your number can take up to two hours. Should there be any issue, we’ll send you an email as well as an in-account notification explaining the glitch pertaining to your situation, and the next steps to address it. Numbers that cannot be transferred.
While the vast majority of phone numbers can be transferred, there are exceptions.
Your phone number must be a mobile number. If it's associated with a landline or VOIP, it cannot be transferred over to Fizz. Same goes for an administrative phone number — for example, a number associated with an organization or public institution.
If your number starts with an area code outside the Fizz subscription area, your number cannot be transferred.

I’m having problems transferring my current phone number to Fizz. Why? What can I do?
It is possible to transfer your phone number to your new Fizz plan, but first and foremost DO NOT CANCEL YOUR CURRENT CONTRACT. Only active numbers are eligible for transfer to a new provider.

There are several reasons why we may have been unable to transfer your current phone to your Fizz plan. You will receive an in-account notification explaining why the transfer failed and providing next steps for solving the problem. How to check your Fizz notifications.
What if I’m unable to transfer my phone number?
If we’re unable to transfer your old phone number (and you are still subscribed to your previous mobile provider) your subscription with this provider will remain active.
While we work at transferring your number, your Fizz plan will be created and you'll be able to make calls, text and use data. You will be unable to receive calls or texts. These will be directed to your previous mobile provider. If the transfer turns out to be impossible, we'll let you know what your options are.
Number transfers currently not available
We’re currently unable to transfer land lines and VOIP phone numbers.
