Traveling to Venezuela. Having the Quebec Plan

Planning to travel to Venezuela. I have the Quebec plan. Seems like the only option we have is "Pay as you go".

Is it just adding money to the wallet in order to be able to use the PayAs You Go in Venezuela?

It's very expensive - you should buy a local sim card and enjoy the ride!
