Can we ask to expand for internet services if Fizz already delivers it very close to where we live?

Hi, it's written on the website that i can't have internet where i live, but my friend who lives 1km away can, is there a possibility that Fizz delivers it to my house too?

    Not Videotron, only Sogetel is available...
