How to block websites for certain devices only?
I found how to block websites how to limit devices but nothing about blocking a site for one device and not others. Example blocking youtube and other distracting websites from my younger ones who are doing school without blocking it from the adult that are on the same network.

Unfortunately the parental controls that come with the Fizz modem are limited. You can implement simple commands but complex rules are a different matter.
If you want better parental controls, you may have to use your own router. You can put the Fizz modem in bridge mode - https://fizz.ca/en/faq/how-can-i-use-my-own-wi-fi-router-fizz
and connect your router to use the wifi. Any brand name routers like Asus or Linksys will do.

You can block a device using the mac address https://fizz.ca/en/faq/how-can-i-manage-devices-allowed-my-wi-fi-network
- Open a web browser.
- Enter 192.168.0.1 in the address bar of the web browser.
- Log in using the username “cusadmin” and your administration password.
- Go under Security --> Device filter
- Select Show
- Identify the MAC address of the device you wish to control and select Manage.
- Select Device managed --> Yes.
- Select Apply.
- In the section right below, select the device to manage.
- Select Device managed --> Yes.
- Select Manage the entire day --> No.
- Create the schedule by choosing the days and times.
- Select Apply.
- Save the changes.
Important : Some devices connected to your network may bypass this access management. To prevent this, don’t share your network password with these users. Instead, create a guest network for them with its own schedule and password. This will allow you to manage their access to your Wi-Fi network.

Ok i think we are getting there with the MAC address but i want block a website not internet access to the device at a scheduled time

The firmware in the Fizz's router is limited
You should check The Security: Keyword Filter in Security > Keyword Filter

I don't have the modem, therefore, I cannot assure you that in the Fizz's firmware the option is there
