For those interested, I was able to "chat" with a helpful person {Kat?} who advised that there is a feature on Pixel 4a {and likely many other phones} that you can enable to allow chat features using wifi when available. Apparently both phones involved in the chat must have the feature enabled in order to work. Go to messaging, three dots, settings, chat features and the option is there.

    This is RCS, Rich Communication Services. It’s basically Google’s response to Apple’s iMessage, as an improved sms service. It works over data (mobile or wifi) like iMessage. Available only on Android, but there is still possibly phones not supporting it.
