You should verify in your account https://fizz.ca/en/faq/when-will-my-fizz-package-be-delivered
If it say delivered, you need to buy a new one and when you activated it ask for the refund of the first one.

Try contacting support through messenger or chat. If it was delivered you can check with Canada post to see where it was delivered perhaps?
