We should be able to change perks before the cycle end

We should be able to change perks before the cycle end. It makes no sense having to wait for the end of the cycle and then wait another full cycle to apply the new perk. Basically you lose 2 full cycles(months) to change 1 perk.

    The facts are that you're right and it should be at least 24h to the system to adjust the whole thing...
