Why is my internet performing at 9mbps. When my speed is supposed to be 30mbps.

Am i being throttled here? Where can I go to get this fixed. Right. Now. I do not appreciate paying this much for my internet to be throttled.

    I am using a wired connection, this shouldn't be happening.

    Im gonna try now, but it really shouldnt be doing that, its clearly intended. Its not working the chat bubble. This is very poor service
